Definition: For the purposes of this policy, a “critical incident” is a sudden event that causes or could cause significant personal injury or property damage at a college operated facility or during a college-sponsored event or that causes or could cause significant disruption to the college’s ability to provide its services to customers. Examples of critical incidents include tornado warnings, fires, violence, power failures, and loss of critical business data. Policy: The college has established a Critical Incident Management Team (consisting of the Vice President of Student and Instructional Support Services, Vice President and General Counsel, Vice President of Advancement, and Director of Public Safety) to facilitate and coordinate the college’s communications about and responses to critical incidents. All staff and faculty shall follow the procedures below if they believe there is a critical incident. Procedure: 1. When an employee believes that there exists a critical incident, he or she shall call: 911 if the employee believes it is warranted by the situation or take other appropriate action if there is an immediate threat to health and safety; and the local campus public safety or, if the local campus public safety is closed or not available at the campus, the campus’ main administrative office, for all critical incidents involving potential or actual harm to persons or property; and Public safety will immediately contact one member of the Critical Incident Management Team in the following order: 1. Director of Public Safety, 2. Vice President and General Counsel, 3. Vice President of Student and Instructional Support Services, 4. Vice President of Advancement. The member of the Critical Incident Management Team contacted is responsible for convening a meeting, in-person or by phone, of the Critical Incident Management Team to determine whether a critical incident exists. If it is determined that an incident exists, the team will contact the President and other appropriate employees (such as Director PP: 6030, p. 2f. PRE: 1404, p.2.f of Physical Plant, Environmental Health and Safety Officer, Community Relations Director), to include them in the decision making process. The Vice Presidents and Deans of the Leonardtown and Prince Frederick campuses will be contacted and included in decision-making regarding incidents at their campuses. The Critical Incident Management Team will then include any other appropriate vice presidents, department heads, public safety, and appropriate external resources, depending upon the issue.
